Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security General Luong Tam Quang, highlighted the action motto “The Public Security Forces: Following Uncle Ho’s Teachings – Renewing Mindsets – Enhancing Knowledge – Becoming Regular and Modern Force – Wholeheartedly devoted to the Party, the People” when launching the “For National Security” emulation movement for 2026.

He called on all public security officers and soldiers to uphold the spirit of revolutionary progressiveness, foster unity, uphold determination, overcome difficulties and challenges, and strive to excellently fulfill all assigned tasks.
Continuing the agenda of the 81st National Public Security Conference, on the morning of December 16, under the chairmanship of Minister Luong Tam Quang, delegates heard a report summarizing ideas and opinions given by delegates of seven working groups; watched documentary films; studied and thoroughly grasped the core contents of two Politburo regulations on intelligence work; and attended the ceremony to present commendations and awards to outstanding public security units and officers.
In his concluding remarks, Minister Luong Tam Quang emphasized that the 81st National Public Security Conference was honored to welcome the Prime Minister, representing the Party and State leadership, to attend and deliver a keynote speech. Prior to this important conference, on December 4, 2025, the Public Security Central Party Committee convened a conference to review the work results of the Public Security Forces in 2025. At the meeting, delegates discussed issues, including big questions to be further discussed at the 81st National Public Security Conference.
The General Secretary, the President and the Prime Minister attended and delivered important guidelines, the content of which was then fully incorporated into the documents for the 81st National Public Security Conference. The presence of the Party, State and Government leaders at the two important meetings of the Public Security Forces has reflected the Party, State and Government’s special attention to the task of safeguarding national security and ensuring public order and safety.
To conclude the conference, Minister Luong Tam Quang underscored two major points, particularly the work result of the Public Security Forces in 2025, which the General Secretary had described as “highly impressive, with many new highlights,” reflected in three key aspects.
First, the Public Security Forces continued to play a exemplary pioneering role in implementing the Party’s strategic guidelines
The Public Security Forces took the lead in implementing Resolution 18, being transformed into the two-level local public security model from March 1, 2025, providing valuable practical experience for the entire political system.
In implementing Politburo Resolution 57, the Ministry of Public Security served as an advisor to the Government on the implementation of Project 06, proactively proposed the development of digital citizenship, completed the National Data Center, and gradually created a legal foundation to turn data into a vital resource in the digital era.
The legal framework for the development of the security industry was rapidly improved, while dual-use security industrial zones were erected. Digital transformation, which had used to be a long-standing “bottleneck” in the Public Security Forces, has now become a “bright spot” with a big and positive change in the working environment of the Public Security Forces.
Meanwhile, local-level police forces actively supported local authorities in solving issues regarding administrative procedures at the beginning of the two-level local government model, maintaining the continuity of the administrative services for citizens and businesses.
The Vietnamese Public Security Force once again raised its position in implementing Resolution 59 by successfully organizing the signing of the Hanoi Convention, contributing to affirming Vietnam’s capacity to shape international relations.
The Ministry of Public Security pioneered the implementation of Resolution 66, proactively advising the higher-level authorities on legal reforms as well as on approaches to institutionalize Party guidelines on security and order. In 2025, the Ministry of Public Security has drafted 10 draft laws, which have been passed at the 10th session of the 15th National Assembly.
The Ministry of Public Security also effectively implemented Resolution 68 on private sector development. Accordingly, the Public Security Forces renewed their mindset and working style. Accordingly, the Public Security Forces are now not only responsible for the State management of public order and security, but also seek to facilitate and directly contribute to development. Accordingly, a number of administrative procedures have been cut down, while strengthening efforts to combat counterfeit goods, smuggling and trade fraud, thereby better protecting citizens and businesses.
Second, the Public Security Forces were determined to ensure security and order to create more space for development. The Public Security Forces well performed their function as a strategic advisor. In fact, the forces’ advisory work became another bright spot in their overall work, with nearly 3,000 reports on strategic issues submitted to the higher-level authorities. Specially, the Public Security Forces ensured absolute security and safety for major national events, key projects and international meetings. During the events of A50 and A80, the Public Security Forces successfully protected the events and created favorable conditions for citizens and international visitors to enjoy the events.
Meanwhile, police forces have attained excellent achievements in the fight against crime, particularly in the combat of cyber crime and drug-related crime. As a result, cybersecurity has basically been protected while the number of social order violations dropped by 23% and the number of drug-free communes nationwide reached 24%.
The numbers of traffic accidents and fire incidents were also reduced while the Public Security Forces provided supports or directly built tens of thousands of homes for poor people, many schools and other public projects, provided free medical checkups for thousands of people in remote, mountainous and ethnic minority areas, contributing to consolidating a solid people-centered security posture.
Third, the Public Security Forces attached much importance to Party building and force building, which was seen as the third “bright spot”. During the year, Party organizations of public security agencies and units at all levels were successfully organized. Public security units and agencies also carried out a series of activities commemorating the 80th Public Security Forces founding anniversary, revoking pride, responsibility and across the entire force.
In 2025, the Public Security Forces were entrusted with additional functions and responsibilities, but the forces executed all new assignments seamlessly, without disruption or negative impact on citizens and businesses. The new rearrangement and decentralization of responsibilities of police units and agencies within the two-level local police model proved to be effective while social housing programs for officers and soldiers achieved encouraging results.
During the year, competent agencies regularly conducted inspections and strengthened supervision over all areas of work of public security units at all levels, which contributed positively to building truly clean, strong and professional Public Security Forces.
Generally speaking, the overall capabilities of the Public Security Forces continued to grow.
Regarding future directions and tasks for the Public Security Forces, Minister Luong Tam Quang stressed that 2026 will be the first year to implement the Resolution of the 14th National Party Congress, which is expected to include new and breakthrough thinking aimed at bringing the country out of the middle-income trap and achieving the strategic goal of becoming a high-income nation by 2045.
In this context, the mission of the Public Security Forces is likely to be heavier. Specially, the Public Security Forces are required to thoroughly grasp situations, serve as a competent strategic advisor, firmly protect internal political security, economic security, cybersecurity and data security, as well as to be well prepared for non-traditional security challenges.
The Minister called on the entire Public Security Forces to unify thinking on security and order work, which is summarized in the motto: “Being proactive and practical; building strong interconnected and cohesive security postures; appropriately combining between public order and security protection and management work, and with the responsibilities of rendering support and making contribution to development”.
The new mindset emphasizes a shift from a “closed” approach to an “open” one, from a passive position to a proactive one, according to which the Public Security Forces resolutely suppress crimes while creating the most favorable conditions for socio-economic development, and causing absolutely no inconvenience for citizens and businesses.
Mobilizing all efforts to ensure absolute security and safety for the 14th National Party Congress and the 16th National Assembly election
Minister Luong Tam Quang underscored that the central task of the Public Security Forces is to ensure absolute security and safety for the 14th National Party Congress, elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term while strengthening cybersecurity and data safety as well as enhancing Vietnam’s position via the implementation of the Hanoi Convention.
He requested relevant units and agencies to immediately summarize the implementation of Directive 48 and related directives on crime prevention, traffic safety and fire prevention, and propose new thinking and breakthrough solutions to make strong improvements in social order and safety.
The Public Security Forces are committed to pioneering in implementing social welfare policy, rescuing and assisting people during disasters and hardships; supporting housing and school construction projects; providing free checkups and medicines and caring for vulnerable population groups, ensuring that no one is left behind.
At the conclusion of the conference, Minister Luong Tam Quang officially launched the “For National Security” emulation movement for 2026, calling on the entire Public Security Forces to adhere closely to the action motto:
“Following Uncle Ho’s Teachings – Renewing Mindsets – Enhancing Knowledge – Building Regular and Modern Public Security Forces – Wholeheartedly serving the Party, the People,” and to strive to successfully accomplish all assigned tasks.
