Party Secretary and State President To Lam requests building a strong Viet Nam Association of Former People’s Public Security Officers

The Congress was also attended by former Politburo Member and former Prime Minister Nguyen Tan Dung; former Politburo Member and former Prime Minister Pham Minh Chinh; former Politburo Member, former Standing Member of the Secretariat, former Secretary of the Public Security CPV Committee and former Minister of Public Security General Le Hong Anh; Politburo Member, Member of the Secretariat, Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations, and President of the Central Committee of the Viet Nam Fatherland Front Bui Thi Minh Hoai; Politburo Member, Secretary of the Public Security CPV Committee and Minister of Public Security General Luong Tam Quang; and Politburo Member, Member of the Secretariat and Chairman of the Commission for Organization of CPVCC Nguyen Duy Ngoc.

Delivering the opening address, President of the Association Senior Lieutenant General Le Quy Vuong highlighted that, since its inaugural congress in 2023, under the direct guidance of the Executive Committee of the Public Security CPV Organisation, the Ministry of Public Security and the Ministry of Home Affairs, along with strong support from local authorities, the VFF and the public, the Association has achieved vital objectives.

Notably, its organizational structure is now firmly established across three levels in line with the new administrative framework, encompassing over 150,000 members. The association has been recognized as a key mass organization assigned tasks by the Party and State and serves as an active member of the VFF at all levels.

The congress reviewed reports on the first session's outcomes, the 1st Executive Committee’s political report, delegate presentations and election results. 

The congress elected a 61-member Executive Committee and a 19-member Standing Committee for the 2026–2031 term, with former member of the Central Committee of CPV and former Deputy Minister of Public Security Senior Lieutenant General Le Quy Vuong re-elected as president.

Addressing the congress on behalf of the Party and State, General Secretary and State President To Lam commended the association for its achievements during its foundational tenure. He urged the Association to serve as a warm, unifying home for former public security officers and those who have contributed to national security.

General Secretary and State President To Lam emphasized that chapters of the Association of Former People’s Public Security Officers at all levels should first and foremost serve as a common home fostering solidarity and comradeship among former public security officers and those who have contributed to safeguarding security and maintaining social order and safety.

He called on the association to further promote activities that reflect the distinctive qualities and identity of revolutionary public security officers and the heroic Vietnamese People’s Public Security Forces.

In carrying out tasks assigned by Party committees, authorities, Viet Nam Fatherland Front committees and the Ministry of Public Security, the association and its members should uphold the exemplary and pioneering spirit of the heroic Public Security Forces, ensuring that all tasks are completed as effectively and promptly as possible.

The association should become a core force in the “All People Protecting National Security” movement in localities, build on its achievements and proactively participate in activities at the grassroots level.

With its results achieved during the first tenure from 2023 to 2026 and the glorious tradition of the heroic Vietnamese People’s Public Security Forces, General Secretary and State President To Lam expressed confidence that the association would achieve stronger, more substantive and effective development during the 2026–2031 tenure.

He also expressed his belief that the association’s position and role as a member of the Viet Nam Fatherland Front within the great national unity bloc would continue to be elevated.
