Overview of the conference.

Addressing the conference, Deputy Minister Nguyen Van Long stressed that building multi-level boarding schools in border communes is a policy of special importance. It reflects the deep concern of the Party and State, as well as the decisive direction of General Secretary and State President To Lam, the Executive Committee of the Public Security CPV Organisation, and the Ministry of Public Security toward educational infrastructure for students and ethnic minority communities in border regions.

The Ministry of Public Security has been assigned to coordinate with local authorities to oversee the construction of 53 schools in border communes across seven provinces: Lai Chau, Tuyen Quang, Lao Cai, Son La, Dien Bien, Lang Son, and Quang Ngai. This vital political assignment carries profound humanistic significance. It demonstrates the People’s Public Security Forces' commitment to investing in border education, simultaneously raising local public knowledge, bolstering national defense and security, and solidifying the "people's hearts and minds" security posture along the country's frontlines.

During the meeting, delegates reported on project progress and individual/unit responsibilities while agreeing on specific measures to expedite construction schedules.

Concluding the conference, Deputy Minister Nguyen Van Long noted that local authorities and police forces across the seven provinces have closely adhered to the tasks assigned by the Politburo and the Government, with progress basically meeting set requirements. On behalf of the Executive Committee of the Public Security CPV Organisation and the Ministry of Public Security, he expressed sincere gratitude to local leaders, the Ministry of Education and Training, and public security units for their resolve and effort in providing border students with solid educational foundations while helping the Ministry fulfill its political duties.

Deputy Minister Nguyen Van Long addresses the conference.

Regarding schools built in 2025 that are already operational, Deputy Minister Nguyen Van Long directed leaders of the provincial police departments to collaborate with the local departments of education and training to inspect and assess initial outcomes. This will help identify emerging shortcomings and enable timely advice to the provincial Party committees and people’s committees for resolution.

For 2025 projects that remain unfinished, provincial police leaders should report directly to the provincial authorities to inspect the progress of projects and decisively resolve bottlenecks to meet committed timelines. For Phase 2 projects commencing in 2026, provincial police chiefs should advise provincial leaders to directly supervise inspections and require investors and contractors to set detailed timelines for every month and phase to enable close monitoring.
