
MPS holds training workshop on foreigner management
The Immigration Department under the Ministry of Public Security (MPS) organized a training workshop on the management of foreigners’ entry, exit and residence in Vietnam, on the morning of June 13, in Hanoi.

In his opening remarks, Deputy Director of the Immigration Department Senior Colonel Pham Hoang Diep emphasized that, in the context of increasingly deep international integration, the number of foreigners entering, exiting, residing and doing business in Vietnam continues to rise. This places greater demands on the state management of foreigners' entry, exit and residence, as well as on efforts to ensure security and social order.
Implementing the directives of the MPS leadership at the conference on foreigner management held in Ho Chi Minh City on May 15, 2026, the Immigration Department has recently coordinated with other under-ministerial departments and local police units to review and improve coordination mechanisms. It has also executed various aspects of foreigner-related affairs, ensuring unified, consistent leadership and effective implementation of the instructions from the ministerial level down to the commune-level police.
At the workshop, participants were briefed on key requirements and core tasks in foreigner management. Delegates discussed and reached consensus on the responsibilities of public security agencies and units at all levels, coordination mechanisms, information-sharing procedures, and working methods.
Additionally, the workshop dedicated time to discussing and resolving difficulties and challenges arising from practical work in various units and localities.
In his concluding remarks, Senior Colonel Pham Hoang Diep requested that relevant under-ministerial departments and local police units promptly disseminate and implement the training and guidance contents. He called for continued efforts to improve the quality of situational monitoring and management of foreigners’ residency, while further promoting the role of commune-level police.
At the same time, he suggested accelerating the application of science, technology and digital transformation; enhance the effectiveness of coordination and information sharing among police forces at all levels; and ensure that the management of foreigners’ entry, exit and residence is implemented in a unified, synchronized and seamless manner from the Ministry down to communal-level police stations.
