People’s Police University urged to shift training focus from degrees to practical competence

Member of the Party Central Committee, Deputy Secretary of the Public Security Central Party Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung had a working session with the People’s Police University (PPU) to review its education and training performance on June 11, 2026.

Reporting on the university’s performance in the 2025–2026 academic year, PPU Rector Major General Do Anh Tuan highlighted notable achievements in education and training, scientific research, digital transformation and innovation.

Accordingly, the university revised and updated its training programs, modernized teaching methods, expanded English-medium instruction and piloted the application of artificial intelligence in lesson development. The university also implemented numerous ministerial- and national-level scientific research projects.

Addressing the working session, Deputy Minister Le Quoc Hung requested the university’s leadership and functional units to thoroughly review existing difficulties and shortcomings in education, training and management, clarify their causes and propose practical solutions.

He also called for the development of strategic orientations and breakthrough measures to support the university’s development through 2030.

During the discussions, representatives of faculties and departments raised a number of issues related to teaching, training quality, digital transformation and foreign-language education. Representatives of under-ministerial functional units also exchanged views and provided explanations and recommendations regarding issues raised by delegates.

Concluding the working session, Deputy Minister Le Quoc Hung acknowledged and highly appreciated the efforts and achievements of the university despite numerous difficulties and challenges.

He emphasized that, as one of the earliest-established and most prestigious public security educational institutions, the People’s Police University should continue taking the lead in student management, training administration and educational quality within the public security education system.

The Deputy Minister stressed the need to shift educational thinking from a focus on degrees and certificates toward the development of practical professional competence and operational effectiveness. He called for building a contingent of highly qualified lecturers and developing a smart university model in line with digital transformation requirements.

The Deputy Minister also suggested creating more opportunities for lecturers to participate in major investigations, legislative drafting and practical law-enforcement activities in order to strengthen their professional knowledge and practical experience.

Regarding digital transformation, Deputy Minister Le Quoc Hung proposed expanding computer-based examinations, applying biometric technologies in student management and promoting research on emerging issues such as electronic evidence, financial investigations, cryptocurrencies and digital payment systems.

He also emphasized the need to improve foreign-language proficiency among students, thereby contributing to the Ministry of Public Security’s goal of increasing the number of officers capable of working independently in an international environment.

Deputy Minister Le Quoc Hung expressed his confidence that the People’s Police University would continue its strong development and become one of the region’s leading law-enforcement training institutions.
