Member of the CPV Central Committee, Deputy Minister of Public Security Senior Lieutenant General Dang Hong Duc as Deputy Head of the Working Group also attended the meeting.
As of September 25, 2026, the Ministry of Public Security had compiled a total of 1,083 legal normative documents, currently in force or pending entry into force, falling under its designated review responsibility.
These comprise 1 code, 26 laws, 4 National Assembly resolutions, 3 ordinances, 3 resolutions of the National Assembly Standing Committee, 124 decrees, 6 Government resolutions, 33 Prime Ministerial decisions, 6 Prime Ministerial directives, 79 joint circulars, 736 circulars, and 62 decisions of the Minister of Public Security.
Implementing the orientation on perfecting the structure of Viet Nam’s legal system to meet national development requirements in the new era, wherein foundational codes and laws serve as the core of the legal system, the Ministry of Public Security proposed drafting the Penal Code in a detailed and specific direction, while simultaneously laying down fundamental principles to guide other legal normative documents across the legal framework.
The Ministry of Public Security also proposed repealing 80 documents in their entirety to streamline the system of legal normative documents and eliminate outdated instrument forms, such as joint circulars issued among Ministers or decisions of the Minister of Public Security.
The Ministry will continue researching and proposing options to consolidate legal normative documents that share the same subject matter or scope of regulation within a given field.
Delivering his concluding remarks, Minister Luong Tam Quang affirmed that public security units and local police forces had systematically conducted the comprehensive review across all fields.
Through this process, they have advised on the handling of dozens of documents; proposed amending, supplementing, replacing, suspending, or partially repealing hundreds of documents; promulgated dozens of new documents; and fully repealed dozens of others.
Regarding key tasks for the upcoming period, the Minister emphasized the need to foster a unified awareness that the comprehensive review of legal normative documents by the Ministry of Public Security is a task of paramount importance.
It plays a decisive role in effectively translating the Party’s new cognitive thinking on security and order into practice and perfecting legal institutions, thereby laying a solid foundation to successfully implement the Resolution of the 14th National Party Congress and strategic targets for the year, while deeply reflecting the exemplary and pioneering spirit of the People's Public Security Forces.
On the scope of the review, Minister Luong Tam Quang noted that reviewing legal regulations within the functions and duties of the Ministry of Public Security must not merely examine individual documents item by item, but must be executed systematically by domain.
The review must systematically evaluate the Party’s new cognitive thinking in each domain alongside the Party’s vision for legal improvement to propose timely repeals, amendments, or additions.
"Institutional refinement is a regular, continuous undertaking that requires close coordination between legislative drafting and law enforcement organization. This comprehensive review must establish a crucial foundation for the Ministry of Public Security to continue innovating its thinking, enhance the quality of advisory work in lawmaking, proactively clear bottlenecks, and meet the requirements of safeguarding security and order in the new era," Minister Luong Tam Quang stressed.
