Vietnam’s Ministry of Public Security opens training course for Lao officers

Member of the Party Central Committee, Deputy Secretary of the Public Security Central Party Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung attended and delivered remarks at the opening ceremony of a training course for Party committee officials of the Lao Ministry of Public Security, held at the People's Public Security Political Academy, on the afternoon of May 18, in Hanoi.

Present at the event were Head of the Representative Office of the Lao Ministry of Public Security in Vietnam Senior Colonel Khonsi Naovalat; leaders of departments and functional units under the two ministries.

Speaking at the ceremony, Director of the People's Public Security Political Academy Lieutenant General Phan Xuan Tuy emphasized the long-standing special friendship, solidarity, and comprehensive cooperation between Vietnam and Laos, founded by President Ho Chi Minh, President Kaysone Phomvihane and Prince Souphanouvong as well as continuously fostered by generations of leaders and people of both countries.

He noted that cooperation between the two Ministries of Public Security remains a key pillar in safeguarding national security, maintaining social order, and supporting socio-economic development in each country.

In 2026, following the successful organization of the Party Congresses in the two countries, the Academy was assigned to organize this specialized course for key Lao officials for Party work. 

The program aims to enhance the knowledge and skills related to Party affairs, political work, and leadership of high-ranking officers at the Lao Ministry of Public Security.

The course welcomes senior Lao officials, including 13 generals, who hold important positions in Party committees and are responsible for Party work, force building, and public security management in the Lao Public Security Force.

During the program, the attendees will study 12 topics on Vietnam–Laos relations, lessons drawn by the Communist Party of Vietnam on Party building and national development, and skills to carry out Party work. They will also take part in field trips and exchanges with Vietnamese public security units and local police departments.

In his remarks, Deputy Minister Le Quoc Hung warmly welcomed the Lao delegation and said that the participation of 49 senior Lao officers, including generals and provincial police leaders, reflects the strategic trust and close cooperation between the two ministries.

He highlighted several major cooperation projects supported by Vietnam, including the construction of the Lao Public Security Political Academy and assistance in developing Laos’ national population database system. These projects, he added, demonstrate the strong strategic partnership between the two countries and ministries.

The Deputy Minister also praised the Academy for its preparation for the course and requested that it continue ensuring high training quality by inviting leading experts and experienced lecturers to share practical leadership models and professional experience.

He further called on relevant Vietnamese public security units to coordinate closely with the Academy to ensure security, logistics and the success of extracurricular activities for the course, including visits to economic, cultural, and historical sites in localities such as Quang Ninh and Hai Phong, helping the Lao attendees better understand Vietnam and its people.

Deputy Minister Le Quoc Hung also encouraged the trainees to actively exchange their hands-on experiences and apply the knowledge gained to their work, while contributing feedback to improve future training programs.
