Vietnam joins BRICS’s counter-terrorism effort

At the invitation of the Ministry of Foreign Affairs of the Russian Federation, Deputy Minister of Public Security Senior Lieutenant General Pham The Tung, leading a high-ranking delegation of the Ministry of Public Security of Vietnam, attended the 2025 BRICS+ Counter-Terrorism Conference held in Moscow, Russia, on December 3–4, 2025.

With the theme “National and Regional Counter-Terrorism Strategies Amid Emerging Security Challenges and Threats”, the conference was hosted for the first time by Russia.

The event drew the participation of representatives from 23 BRICS member and partner countries, along with numerous experts, scholars and international organizations specializing in counter-terrorism.

Speaking at the plenary session, Deputy Minister Pham The Tung emphasized that, amid fast and profound geopolitical shifts, threats and challenges, especially terrorism and violent extremism, to security, stability and development of every nation are becoming increasingly diverse and sophisticated.

Deputy Minister Pham The Tung noted that, although Vietnam faces an insignificant terrorist threat, the country still sees various security challenges coming from both negative external factors and domestic issues. These include the spread of extremist ideology online by individuals and international terrorist organizations, as well as domestic socio-economic issues, interest-based conflicts and community tensions that may provide fertile ground for violent extremism.

Against this backdrop, Deputy Minister Pham The Tung said, Vietnam has its consistent position of firmly condemning and resolutely combating all forms of terrorism, while supporting international efforts and initiatives in an effort to eliminate terrorism from human society.

He stressed that the fight against terrorism must be conducted in full conformity with the Charter of the United Nations and the fundamental principles of international law, based on respect for national sovereignty, independence, unity and territorial integrity, and aim for global and regional peace, stability and security.

To meet this end, he suggested countries should work closely together to address the root causes of terrorism, rather than focuse solely on its manifestations.

Sharing Vietnam’s experience, Deputy Minister Pham The Tung cited several key groups of measures to prevent and counter terrorism and extremism in communities.

Russian Deputy Foreign Minister Lyubinsky Dmitry Evgenievich highly appreciated Vietnam’s participation in the conference and agreed with the Deputy Minister on the need to further strengthen cooperation between Russia and Vietnam in the field of counter-terrorism.

He noted that Vietnam’s official position as a BRICS partner country since June 13, 2025, and the participation of the high-ranking delegation of the Ministry of Public Security at the conference demonstrated Vietnam’s active, proactive and responsible role in addressing global security issues, and its strong commitment to working with the international community to build a safe, stable environment free from terrorism and violent extremism.
