Viet Nam and Brazil expand legal framework for cooperation in crime prevention and control

The signing took place during an official working visit of the high-ranking delegation of the Ministry of Public Security of Viet Nam to the Federative Republic of Brazil from July 14 to 16, 2026.

Immediately following the signing ceremony, the two sides held talks to discuss future directions for bilateral cooperation.

At the talks, Deputy Minister Le Quoc Hung affirmed that Viet Nam consistently attaches great importance to its friendship and cooperation with Brazil, one of Viet Nam's leading partners in Latin America.

Deputy Minister Le Quoc Hung emphasized that the signing of the two agreements was of particular significance, providing a crucial legal basis for the law enforcement agencies of both countries to strengthen coordination in preventing and combating crime, thereby contributing to ensuring security and social order. He noted that this event also marked a further step in perfecting the legal framework for bilateral cooperation, following the Agreement on the Exchange and Protection of Classified Information signed in March 2025.

For his part, Minister Wellington César Lima e Silva noted that the two agreements would help advance mutual legal assistance in criminal matters while ensuring that extradition and the transfer of sentenced persons are carried out through transparent procedures, respecting the laws and human rights of each country.

Concluding the talks, the two sides agreed to continue enhancing delegate exchanges at all levels and expand cooperation in the fields of security and policing. They also pledged to promptly complete internal procedures to bring the newly signed agreements into force, creating a foundation to implement concrete cooperation programs.

During his visit to Brazil, Deputy Minister Le Quoc Hung also met with Brazilian Deputy Minister of Foreign Affairs Márcia Loureiro.

The two sides agreed to continue promoting cooperation in combating transnational organized crime, particularly human trafficking, high-tech crime, and cybercrime. The Brazilian side also handed over to the Ministry of Public Security of Viet Nam a draft Agreement on Preventing and Combating Human Trafficking and Illegal Migration for review and negotiation, aiming toward its signing in the near future.

On this occasion, Deputy Minister Le Quoc Hung and the delegation visited the Brazilian National Police Academy to explore potential cooperation in training and scientific research.

As part of the working trip, the high-level delegation of the Ministry of Public Security also visited and worked with Fluminense Football Club to exchange views on sports training, management and development, as well as professional player development models.
