Strengthening Vietnam–Japan security cooperation

The Ministry of Public Security of Vietnam and the National Police Agency of Japan co-organized the 10th Vietnam–Japan Deputy Ministerial Security Dialogue on June 16, in Tokyo.

Deputy Minister of Public Security of Vietnam Senior Lieutenant General Pham The Tung and Deputy Commissioner General of the National Police Agency of Japan Tachikawa Koichi co-chaired the dialogue.

The high-level information exchange mechanism between the two agencies, which was established more than ten years ago, has been a strong proof of the close and effective cooperation between the competent authorities of the two countries and contributed to further deepening the Vietnam–Japan Comprehensive Strategic Partnership in the new period.

During the dialogue, the two sides reviewed the outcomes of bilateral cooperation since the 9th Vietnam–Japan Deputy Ministerial Security Dialogue, pointed out shortcomings and challenges, analyzed their causes and found out the solutions. They also discussed key orientations to further strengthen security cooperation in the coming years.

Specifically, the two sides discussed mechanisms for rapid information sharing between their respective functional units, exchanged views on cooperation documents and agreements in areas of mutual interest, and explored measures to strengthen coordination in combating online fraud, copyright and intellectual property infringements as well as high-tech crime.

Concluding the dialogue, the two head delegates agreed that both sides should continue enhancing information sharing on regional and international developments and strengthening coordination in addressing emerging security challenges, particularly transnational crime.

They emphasized the importance of preventing criminals from exploiting the territory of one country to conduct criminal activities against the other, increasing exchanges of delegations at all levels, especially high-level delegations, and promoting cooperation in development of high-quality human resources in cybersecurity and the Vietnamese and Japanese languages training.

The two sides also agreed to help citizens of one country living, studying and working in the other better understand the laws of the host country, while accelerating the signing of a Consular Information Exchange Agreement to better support citizen protection efforts in the coming time.
