
MPS reviews community reintegration for ex-prisoners
The Ministry of Public Security (MPS) held a meeting, on the morning of April 1 in Hanoi, to review the five-year implementation of the Government’s Decree No. 49 detailing a number of articles of the Law on Execution of Criminal Judgments, as well as the two-year implementation of the Prime Minister’s Decision No. 22 on credit policy for ex-prisoners.

Permanent Deputy Prime Minister Nguyen Hoa Binh attended and delivered a keynote speech at the meeting.
Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen chaired the meeting.
After five years of implementing Decree No. 49, ministries, sectors, the Central Committee of the Vietnam Fatherland Front from the central level to local one as well as People’s Committees at all levels have effectively fulfilled their assigned tasks.
Notably, the MPS and local public security units have actively promoted their core role in organizing the implementation of the Decree and advancing community reintegration work.
The work of reintegrating ex-prisoners into the community when they have returned to their hometowns or home-villages has witnessed various positive developments. Particularly, concerned agencies and local authorities strengthen their coordination in managing, supervising, as well as providing them with education and assistance such as counseling, vocational orientation, vocational training and credit.
The effort of the competent agencies and local authorities have significantly contributed to reducing and maintaining a low recidivism rate among ex-prisoners, and preventing and controlling crime, ensuring security and order, and supporting socio-economic development.
Addressing the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh requested the MPS to continue taking the lead and coordinating with relevant ministries and sectors to develop appropriate mechanisms, policies and legal frameworks on community reintegration.
He also urged the Ministry to advise the Prime Minister on support policies, encouraing enterprises to employ ex-prisoners.
In addition, he requested the MPS to direct functional units to play a core role in preparing inmates for reintegration, organizing management, education and support for ex-prisoners and advising People’s Committees at all levels to assign each relevant agency to implement specific tasks regarding community reintegration and coordinate with one another in developing good models.
Speaking at the meeting, Deputy Minister Le Van Tuyen acknowledged the instructions of the Permanent Deputy Prime Minister, saying that the ideas would be translated into concrete work programs of the MPS.
He also called on ministries and sectors to continue closely coordinating with the MPS to strengthen communication on the community reintegration policy, thereby creating favorable conditions for ex-prisoners to reintegrate into society, access financial resources, secure employment, stabilize their lives and reduce recidivism.
