
MPS reviews 2025 amnesty work
The Ministry of Public Security (MPS) held a meeting on the morning of December 4 in Hanoi to review the implementation of the State President’s amnesty decisions and community reintegration support for amnestied inmates in 2025.

Member of the Politburo and Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Central Advisory Council for Amnesty, attended and delivered a keynote speech.
Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen, Permanent Member of the Central Advisory Council for Amnesty and Head of the MPS Steering Committee for Amnesty, chaired the meeting.
In 2025, the State President issued two decisions granting amnesty to more than 20,000 inmates serving sentences at detention facilities nationwide. Despite the large number of beneficiary cases, the MPS, as the Standing Agency of the Central Advisory Council for Amnesty, with a high sense of responsibility, coordinated closely with relevant ministries, agencies and localities to promptly finalize all related documents, properly carry out procedures and review the list of proposed amnesty grantees in a strict, cautious and lawful manner, ensuring transparency, objectivity and democracy during the execution of the State President’s amnesty decisions.
Under the proposal of the Central Advisory Council for Amnesty, the State President signed a decision granting amnesty to 22,086 inmates, including 22,079 prisoners and 7 detainees, allowing them to return to society and reunite with their families on the meaningful occasions of National Reunification Day and National Day.
Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged and praised relevant ministries, agencies and localities for their efforts and achievements in implementing the 2025 amnesty.
To ensure continued effectiveness of amnesty and reintegration support drives in the future, he requested ministries, agencies and localities to thoroughly grasp and properly implement the Party’s views and the State’s laws and policies on amnesty, while respecting the principles of democracy, equality, objectivity, transparency and strict legal compliance during the implementation of the policy. He also emphasized the need to popularize the humanitarian and compassionate policy of amnesty and clemency to all people.
According to the Deputy Prime Minister, the MPS as the Standing Agency for amnesty work should continue advising the Party, State and Government on policies related to amnesty.
In his remarks, Deputy Minister Le Van Tuyen affirmed that the MPS will fully and seriously implement the instructions of the Permanent Deputy Prime Minister and will soon develop concrete plans for amnesty work in the time ahead.
