MPS opens training course on United Nations Convention against Torture

The Department of Legal Affairs and Administrative–Judicial Reforms under the Ministry of Public Security, in collaboration with the Clingendael Institute of the Kingdom of the Netherlands, opened the first training course of 2026 on the United Nations Convention against Torture (CAT), on July 6, in Lam Dong province.

This is a core activity within the framework of the Memorandum of Understanding (MoU) on cooperation between the Ministry of Public Security of Vietnam and the Ministry of Foreign Affairs of the Kingdom of the Netherlands for the 2024–2026 period. The training course aims to promote and disseminate the contents of the CAT and the provisions of Vietnamese law on the prevention and combat of torture to law enforcement forces.

Overview of the training course.

During the two-day working program (July 6–7, 2026), 30 delegates from public security agencies and local police departments will receive direct instruction from Vietnamese experts on core topics. These include a general overview of the Convention against Torture, updates on the implementation of the Convention in Vietnam, and training on essential skills to prevent and combat acts of torture during the execution of official duties.

A new feature of this training course is its direct interactive format, where Dutch experts will observe and evaluate the presentation skills of the Vietnamese trainers and engage in deep discussions with the delegates. All documents and materials from this training session will be utilized as educational resources to serve widespread dissemination efforts across local units in the coming time.

The training course in Lam Dong marked the commencement of a series of four intensive training courses to be held sequentially in Khanh Hoa, Nghe An, and Quang Tri provinces in 2026. This demonstrates the proactive, consistent, and practical efforts of Vietnam in general, and the Ministry of Public Security in particular, in implementing international human rights commitments.
