Ensuring absolute security and safety at prison, correctional institution and juvenile reformatory in all circumstances

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen attended and delivered directives at the conference reviewing the performance of the Police Department of Prison, Correctional Institution and Juvenile Reformatory Management during the first six months of 2026, on the morning of July 7, in Hanoi.

During the first half of 2026, the Prison, Correctional Institution and Juvenile Reformatory Management Force made efforts to overcome difficulties and effectively implement the policies and solutions set out for the period.

Notably, the force ensured absolute security and safety at prisons, compulsory education institutions, and reformatory schools in all circumstances, particularly during the 14th National Party Congress, the Lunar New Year, the elections of deputies to the 16th National Assembly, and the elections of People's Councils at all levels for the 2026–2031 tenure.

The Department also effectively implemented Regulation No. 01, issued on January 8, 2025, by the Public Security Central Party Committee on improving working methods and standardizing operational procedures, as well as Resolution No. 02, issued on March 31, 2026, on further strengthening the development of the People's Public Security Forces under the orientation of “streamlined ministerial-level agencies, comprehensive provincial-level police units, strong communal-level police stations closely connected with the grassroots, meeting the requirements of the new era”. In addition, it actively promoted the “Three Bests” emulation movement across the People's Public Security Forces under the motto “Most Disciplined – Most Loyal – Closest to the People”.

Regarding future tasks, Deputy Minister Le Van Tuyen noted that crime trends and sentence enforcement work would continue to face complex situations. He instructed the Department to comprehensively review all assigned targets and tasks, ensuring clear assignment of responsibilities, specific work plans, and implementation timelines, while eliminating delays and closely monitoring daily progress to promptly address shortcomings.

The Deputy Minister also requested the Department to continue reviewing and improving the legal framework; organize in-depth training on relevant legal regulations so that all officers can consistently understand and implement them; and further enhance detention management, particularly the implementation of policies and regimes for inmates, as well as the inmate gradingclassification system.

He further directed the Department to continue coordinating the implementation of the vocational training and employment program, clearly assigning responsibilities to each unit; strictly comply with regulations on fundamental policing operations; strengthen coordination with the Ministry's operational units in crime prevention and control; and effectively implement projects approved by the Prime Minister as well as those managed by the Department.

The Deputy Minister also requested the accelerated implementation of the Smart Prison Project, the development of integrated and interoperable databases, strict adherence to working regulations in accordance with the principles of democratic centralism, transparency, and accountability, strengthened political and ideological education, encouragement for officers to overcome difficulties, continued implementation of the “Three Bests” emulation movement, and full implementation of policies and benefits for officers and personnel.
