Deputy Minister Nguyen Ngoc Lam receives Finnish Under-Secretary of State for International Trade

Deputy Minister of Public Security Senior Lieutenant General Nguyen Ngoc Lam hosted a meeting with Finnish Under-Secretary of State for International Trade Jarno Syrjälä on the morning of May 28 in Hanoi.

Welcoming Mr. Jarno Syrjälä and the delegation of the Ministry for Foreign Affairs of Finland to the Ministry of Public Security of Vietnam, Deputy Minister Nguyen Ngoc Lam noted that, since the establishment of diplomatic relations in 1973, bilateral ties between Vietnam and Finland have continuously strengthened and expanded across various fields. Over more than five decades, the bilateral relationship has culminated in a new milestone when it was upgraded to a Strategic Partnership during General Secretary and President To Lam’s official visit to Finland in October 2025.

Deputy Minister Nguyen Ngoc Lam affirmed that the Ministry of Public Security highly values Finland’s strengths in high technology, cybersecurity, digital government development and the protection of critical information infrastructure.

Amid rapid global digital transformation, the Ministry of Public Security of Vietnam wishes to strengthen cooperation with Finnish authorities in safeguarding national security, maintaining social order and safety and effectively addressing non-traditional security challenges.

To effectively implement the Vietnam–Finland Strategic Partnership in the coming period, Deputy Minister Nguyen Ngoc Lam proposed that the two sides increase exchanges of delegations at all levels, and strengthen coordination and mutual support at multilateral forums and international organizations, in which both countries participate, particularly in the fields of cybersecurity, counterterrorism and combating hi-tech crime.

In addition, the Ministry of Public Security of Vietnam is willing to promote cooperation with Finnish partners in developing and improving coordination mechanisms for combating hi-tech crime, ensuring cybersecurity and protecting critical information infrastructure, enhancing information exchange and sharing experience in next-generation cybersecurity, artificial intelligence applications, green data centers and technological solutions for national security protection.

Deputy Minister Nguyen Ngoc Lam also suggested that the Finnish side foster cooperation in training high-quality technical human resources and assist Vietnam in the fields of cybersecurity, protection of critical information systems, satellite technology, remote sensing security and geospatial security.

Expressing appreciation for the Vietnamese side’s warm reception, Under-Secretary of State Jarno Syrjälä affirmed that Finland attaches great importance to its Strategic Partnership with Vietnam and expressed his desire to further expand cooperation with the Ministry of Public Security of Vietnam in areas of mutual interest, particularly digital technology, cybersecurity and the protection of information infrastructure.

Both sides expressed confidence that, based on the strong foundation of Vietnam–Finland relations, cooperation between the Ministry of Public Security of Vietnam and Finnish authorities will continue to develop in a substantive and effective manner in the years ahead.
