Strengthening crime prevention cooperation with the Hong Kong Police Force (China)

A delegation of the Ministry of Public Security (MPS) of Vietnam, led by Chief of the Office of the Criminal Investigation Police Authority of the MPS, Lieutenant General Tran Minh Tien, held a working session with Commissioner of the Hong Kong Police Force, Chow Yat-ming, to discuss approaches to strengthen crime prevention and control cooperation between the police forces of Vietnam and Hong Kong, on January 27, 2026.

At the meeting, both sides noted that, in recent years, relations between Vietnam and the Hong Kong Special Administrative Region (China) have recorded strong development across multiple areas, including the economy, trade, investment, finance and tourism, bringing tangible benefits to each side.

In the field of security and crime prevention, cooperation between the MPS of Vietnam and the Hong Kong Police has been steadily strengthened, yielding numerous notable results.

The two sides promoted the signing of several cooperation agreements, including the Memorandum of Understanding on information exchange and immigration management cooperation (2023) and the Memorandum of Understanding on counter-terrorism cooperation (2024), creating a favorable legal framework for the two sides to boost law enforcement cooperation.

In addition, the two sides have maintained regular bilateral contacts and consultancy with each other at multilateral forums on law enforcement and crime prevention cooperation, such as INTERPOL, the Lianyungang Global Public Security Cooperation Forum and the ASEAN Chiefs of Police Conference (ASEANAPOL).

The two sides also closely coordinated in investigating criminal cases related to citizens of each side, as well as in exchanging information on fugitives, particularly through INTERPOL channels and mutual legal assistance mechanisms in criminal matters, enabling investigative agencies to effectively handle cases involving smuggling, money laundering, fraud and other transnational crimes.

For the time to come, the two sides agreed to further promote cooperation through exchanges of law enforcement delegations in the fields such as cybersecurity, prevention and combat of hi-tech crimes, illegal immigration and money laundering.

They also agreed to strengthen the exchange of criminal information and collaborate in investigating criminal cases, while enhancing mutual support in training and capacity building for officers in charge of investigating crimes related to economic and commercial cases.

Following the working session, Lieutenant General Tran Minh Tien and Commissioner Chow Yat-ming witnessed the signing of a Memorandum of Understanding between the Hong Kong Police Force under the Security Bureau of the Hong Kong Special Administrative Region Government (China) and the Department of Foreign Relations under the MPS of Vietnam on combating cross-jurisdictional crime and strengthening police cooperation.

During their working trip to Hong Kong, the Vietnamese MPS delegation also visited the 999 Emergency Call Centre and the Anti-Deception Coordination Centre of Hong Kong to learn their organizational models and the Hong Kong police’s practical experience in combating fraud-related crimes.
