
Replicating effective and practical models in “All People Protecting National Security” movement
The Ministry of Public Security (MPS) held a conference to review the 10-year implementation of Directive No. 03/CT-BCA-V28 dated June 3, 2016, on strengthening the “All People Protecting National Security” Movement in the new situation during the 2016–2026 period, on the afternoon of June 18, in Hanoi.

Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Van Tuyen chaired the conference.
According to the report presented at the conference, over the past 10 years of implementing Directive No. 03, the Public Security Forces have effectively played their core role of proactively advising Party committees and local authorities to mobilize the combined strength of the entire political system and the people in safeguarding national security and ensuring social order and safety.
The “All People Protecting National Security” movement has increasingly developed in depth and closely linked with socio-economic development and foreign affairs tasks. Meanwhile, the Public Security Forces proactively consolidated their coordination with the Vietnam People's Army, the Vietnam Fatherland Front, sectors and localities in mobilizing the public to participate in safeguarding national security.

Many effective and practical models have been developed and replicated nationwide, contributing to mobilizing people from all walks of life to participate in preventing crime, maintaining security and order at the grassroots level and building a strong all-people national security posture.
Addressing the conference, Deputy Minister Le Van Tuyen requested public security units and agencies at all levels to continue thoroughly implementing the Ministry’s directives on building the “All People Protecting National Security” movement, thereby enhancing the awareness, roles and responsibility of Party committees, heads of localities, agencies, sectors, organizations for the significance, effectiveness and quality of the movement.
He also urged relevant units to review and propose amendments and supplements to the current guiding documents on the movement so as to consolidate them into a unified and user-friendly framework, while paying greater attention to renewing the contents, forms and methods of carrying out the movement, and particularly promoting and implementing the movement in cyberspace.
In addition, public security units and agencies were requested to proactively advise local Party committees and authorities to further strengthen grassroots-level political systems, effectively implement socio-economic development policies, and improve people’s living conditions.
The Deputy Minister suggested promoting the roles and responsibilities of key community members, reputable individuals and religious dignitaries in mobilizing people to actively participate in safeguarding national security, thereby contributing to building a peaceful, stable and secure environment for national development.
