According to the conference's assessment, during the first six months of 2026, the Public Security Forces continued to take the lead and set an example in implementing the Party's guidelines and the State's policies and laws. The Forces introduced numerous innovations and breakthroughs across all areas of public security work, successfully fulfilled all assigned tasks, and made important contributions to maintaining a peaceful, stable, secure and safe environment conducive to socio-economic development and the achievement of the country's double-digit economic growth target.

The Public Security Forces also adopted a new approach to safeguarding national security and maintaining social order and safety by promoting proactive and comprehensive security, preventing strategic surprises under any circumstances while creating a secure environment for national development.

The Forces further renewed their operational thinking and working methods, accelerated the application of science and technology and digital transformation, and proactively identified and effectively tackled emerging criminal methods and tactics, contributing to the building of a disciplined, safe, civilized, harmonious and developed society.

The Public Security Forces continued to play a pioneering role in advancing the national digital transformation process, serving as the standing agency of the Government Steering Committee for the implementation of Resolution No. 57 and Project 06, while transforming data into a strategic resource and a key production asset.

To date, the VNeID application has developed into a comprehensive digital ecosystem with more than 102.1 million digital identity profiles and 71.5 million activated accounts. The Ministry has also continued implementing national database development projects, gradually establishing a solid foundation for a new national growth model.

The Public Security Forces further accelerated reforms in the state management of security and order, laying the groundwork for a modern governance model and creating new momentum for the country's comprehensive development.

The Forces also maintained their leading role in implementing key tasks on Party building and force development, focusing on building a truly clean, strong, regular, elite and modern People's Public Security Force while closely integrating these efforts with the extensive and substantive implementation of the "Three Bests" emulation movement.

During the first half of the year, public security units and agencies proactively, flexibly and effectively managed financial resources, achieved important progress in logistics and technical work, and created breakthroughs in developing the security industry toward greater autonomy, self-reliance, dual-use capability and modernization. They also effectively mastered a number of strategic technologies serving operational and combat requirements.

Regarding key tasks for the second half of 2026, the Ministry forecast that both regional and international developments would continue to pose challenges to national security and social order and safety.

Accordingly, the Public Security Forces will continue synchronously implementing measures to firmly safeguard national security and maintain social order and safety, thereby creating a favorable environment for socio-economic development and the effective implementation of the Party's guidelines and the State's policies and laws.

Priority will be given to maintaining the momentum and quality of all professional tasks while proactively identifying and effectively handling emerging issues, contributing to the building of a disciplined, safe, civilized, harmonious and developed society.

The Public Security Forces will also focus on sustainably reducing crimes against social order, lowering the number of serious traffic accidents and major fires, expanding drug-free communes, wards and provinces, and intensifying the fight against environmental crimes and violations relating to food safety, pharmaceuticals and other areas directly affecting people's health and lives.
