
Minister Luong Tam Quang has talks with Chairman of Russia’s Investigative Committee
Minister of Public Security General Luong Tam Quang had talks with the Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin on May 27 in Moskva.

During the talks, both sides jointly assessed that the cooperative relationship between the Ministry of Public Security of Vietnam and the Investigative Committee of Russia has been actively maintained since the signing of the “Memorandum of Understanding on Cooperation” in Hanoi in March 2021. The two sides have regularly exchanged information and actively studied roadmaps to further advance their partnership.
According to their assessment of the situation, the global and regional security environments continue to evolve in a highly complex manner, presenting new risks and challenges while transnational organized crime, high-tech crime, terrorism and money laundering are increasing in both scale and sophistication.
In light of these developments, the two sides agreed to facilitate delegation exchanges at all levels, coordinate and support each other at multilateral forums and international organizations, and effectively implement existing cooperation agreements.
They also committed to proactively sharing crime-related intelligence, and coordinating the investigation and handling of cases involving citizens of either country upon request, while enhancing training and capacity-building for officers in the fields of cybercrime investigation, counter-terrorism, anti-corruption, anti-money laundering, and combating illegal migration networks.
At the end of the talks, Minister Luong Tam Quang and the Chairman of the Investigative Committee of the Russian Federation signed a “Cooperation Agreement between the Ministry of Public Security of Vietnam and the Investigative Committee of Russia.”
